Abstract: The first part describes approaches to the study of network human capital in Russia and foreign literature, the second part describes the main directions and methods of regulating investment in network human capital in Russia and other development countries. In the final part, new scientific approaches to the study of network human capital as a factor of inter-regional interaction in the conditions of digital transformation and the mechanism of formation of network human capital taking into account the requirements of 'smart' specialization are proposed
